Tobacco-Free Campus

North Dakota State College of Science is committed to creating a safe, clean and healthy educational environment for all students, employees and visitors. NDSCS is a tobacco-free campus in order to promote the health, wellness and safety of all people on its campus. The purpose of this policy is to reduce the harmful effects of secondhand smoke; provide an environment that encourages persons to be tobacco-free; and establish a campus culture of respect and wellness.


NDSCS prohibits the use of tobacco on campus property at all times. This prohibition includes indoors, outdoors, College vehicles and/or personal vehicles while on campus. This policy applies to all employees, students and visitors. This policy will be reflected in all agreements/contracts for use of NDSCS grounds or property by individuals and/or companies.

Tobacco usage includes all tobacco products, including, but not limited to: cigarettes, cigars, pipes, e-cigarettes, chewing tobacco, snuff, smokeless pouches and other forms of loose-leaf tobacco.


NDSCS employees, students and visitors are responsible for complying with this policy.

  • Issuing policy reminder cards and tobacco free education.
  • NDSCS Police will enforce the Tobacco Free policy.
  • Repeated student violations will be reported to the Executive Director of Student and Residential Life.
  • Employee violations will be reported to the employee’s supervisor. Repeated violations will result in disciplinary action.
  • Visitors who persist in noncompliance will be directed off campus.

Enforcement will include, but not be limited to NDSCS faculty, staff and administration handing out Tobacco Free Campus Reminder Cards or NDSCS Police response with sanctions defined as:

Students: Student Code of Conduct Violations, Community Service, Fines or a combination.

  • 1st Offense will result in 2 hours of Community Service on the NDSCS Campus and a fine of $25.
  • 2nd Offense will result in an additional 2 hours of Community Service and a fine of $50.
  • 3rd Offense will result in an additional 2 hours of Community Service, a fine of $100 and Referral to the Executive Director of Student & Residential Life as a Student Code of Conduct Violation.

*All fines must be paid within 7 days of the occurrence of the tobacco violation. 

You will receive a letter from the Campus Police office stating how many hours of community service you need to serve. You must contact the Campus Police to arrange a time to complete your community service hours within 7 business days of this letter. A community service buy-out option may also be discussed at this time.

  • No Shows or Failure to register for Community Service will result in a referral to the Executive Director of Student & Residential Life.
  • Failure to pay fines will result in a hold being placed on the student account.

All tobacco tickets must be appealed within 7 calendar days of the tobacco violation. Tobacco tickets may be appealed in person before the Appeals Board on Thursdays between 4 p.m. and 6 p.m. at the Campus Police office or by fillin out the online appeal form.

The appellant is informed of the hearing decision. All decisions are final and binding. If you choose to do nothing, you will receive an automatic conviction and a hold will be placed on your student account until fines are paid in full.
